The new "Risk-based licence fee scheme":
Introduced in the 2014/2015 financial year, it is designed to provide venues with a financial incentive to adopt and maintain safe, low-risk practices, with a renewed focus on the Responsible Service of Alcohol, in return for a lower annual licence fee.
Licensees will need to demonstrate safe, low-risk practices.

Designed for all licensed premises to:
- Reduce risks of problem behaviour
- Prevent injury in and around licensed premises
- Helps staff develop techniques for preventing & managing aggression & other problem behaviour
- Extremely useful team building tool
It is recommended that all key personnel attend the 3 hour Safer Bars training; owners, managers, supervisors, fulltime bar & floor staff PLUS security guards.
The Safer Bars training program
Recommended to commence with:
- Primary Risk Assessment (audit),
- Safer Bars training session
- Closing Risk Assessments (follow up audits)
Assessing & Reducing Risks of Violence: the pre & post training audits identify & address environment risks of aggression & other problems, then assess and measure the effectiveness of the program.
Safer Bars Training: 3 hour training session provide techniques for recognizing & managing problem behaviour & reducing risks of injury & legal problems to all venues staff (owners, licensees, managers, security and all serving staff)
Bar Guardians have conducted Safer Bars in NSW & Victoria working with:
- Licensed venues,
- Government Departments,
- Local Councils, and
- Local Liquor Accords

In response to talking to licensees over many years,
- we have listened and have developed a new business tool,
- a compliance management system
Intelligent Compliance is an online compliance management system; a new business tool utilising Smartphone technology.
Intelligent Compliance is designed to assist licensees in this new risk-based licence fee era. The system was developed following continuing feedback from clients about the complexity and time consuming nature of meeting their compliance obligations; it records compliance activity and provides time and date stamped reports to assist in Court proceedings.
In the new risk-based system, a breach of a licence condition, such as one (1) missing mandatory sign, can add the compliance history levy of $3,000 PA to the premises’ licence fee. It is also a good business practice.
